HDB Renovation Cost in Singapore: BTO vs Resale

What actually drives your renovation budget, and why BTO and resale flats end up so far apart in price.

Why There's No Single "HDB Renovation Price"

Every renovation quote is really the sum of several separate line items — hacking, carpentry, tiling, electrical, painting and more — priced individually and added up. Two 4-room flats can end up with very different bills because one needed a full bathroom hack-and-rebuild and a run of custom carpentry, while the other just needed painting and a kitchen refresh. Market-wide figures are a useful starting point for budgeting, but your actual number only comes from an itemised quote after a site visit.

Typical Market Ranges in Singapore

As a general guide, published market data for Singapore renovations in 2026 puts full-flat renovation budgets roughly in these bands:

  • 3-room BTO: approximately S$25,000–S$45,000
  • 4-room BTO: approximately S$40,000–S$62,000
  • 4-room resale: approximately S$55,000–S$95,000
  • Full resale flat (all sizes): roughly S$51,000–S$97,000

Why BTO Renovations Cost Less Than Resale

The gap between BTO and resale budgets — typically 20–40% — comes down to three things:

  • No hacking needed. A new BTO has no existing tiles, cabinetry or partitions to demolish and clear before work can start.
  • Wiring and plumbing are new. Resale flats, especially older ones, often need rewiring or pipe replacement that a BTO simply doesn't require.
  • Waterproofing warranty. HDB's waterproofing warranty typically still covers a new flat, so bathroom and kitchen waterproofing work can sometimes be scoped down.

What Actually Moves Your Number Up or Down

Within any flat type, the biggest swing factors are:

  • Amount of hacking — removing existing tiles, walls or built-in structures
  • Carpentry volume — the number of linear metres of wardrobes, cabinets and shelving
  • Material grade — laminate vs veneer vs solid surface, standard vs large-format tiles
  • Wet area work — bathroom and kitchen renovations are disproportionately expensive per square metre
  • Electrical scope — a full rewire vs adding a few power points
