HDB Renovation Tampines — What's Different Here

Tampines is one of Singapore's largest and oldest mature estates, and that shapes almost every renovation decision made here. The blocks around Tampines Street 11, 21 and 41 date from the mid-1980s, which means resale flats in these areas frequently need full rewiring and a distribution board upgrade – an older DB simply will not carry a modern load of induction hob, oven, water heater and multiple aircon units.

Original bathrooms in these blocks also tend to sit on aging waterproofing. If a flat has never had its toilets hacked, the membrane below the screed is likely close to forty years old. We recommend hacking to screed and re-waterproofing rather than tiling over, because a leak into the unit below after handover costs far more to fix than doing it properly the first time.

By contrast, the newer BTO developments in Tampines North need almost none of this. Wiring, plumbing and waterproofing are new, so budget shifts almost entirely toward carpentry and finishes. A Tampines North BTO owner and a Tampines Street 21 resale owner can be renovating the same flat type and end up with completely different quotations – the resale owner is paying to replace infrastructure the BTO owner already has.

We work across Tampines North, Tampines East, Tampines West and the Simei fringe, and we will tell you at the site visit which category your flat falls into before quoting.

Recent work near Tampines

A 4-room resale flat off Tampines Street 41. The owners had bought a 1987 unit and planned to keep the existing bathrooms to save money. At the site visit we found hairline cracking in the toilet screed and staining on the ceiling of the unit below – early signs of a failing membrane.

We rescoped: both toilets hacked to screed, re-waterproofed and ponding-tested, then retiled. To hold the budget, we cut the master bedroom carpentry from a full-height wardrobe run to a shorter run plus a freestanding unit. Net result – the infrastructure was fixed properly and the total landed within S$1,200 of the original figure.

"They found a problem we didn't know we had and then worked out how to pay for fixing it without blowing the budget. The daily photos meant we always knew what was happening even though we were both working."

How it works

Practical notes for Tampines renovations

Loading and access. Many of the older Tampines blocks have single service lifts serving a full block. We schedule bulky deliveries – carpentry carcasses, tile pallets, sanitary ware – outside peak morning and evening hours so residents are not left waiting.

Permitted hours. HDB noise-generating works are restricted to 9am–5pm on weekdays and Saturdays, with no hacking on Sundays or public holidays. In dense Tampines blocks we front-load hacking into the first week and notify immediate neighbours in advance, which materially reduces complaints.

Older wiring. If your flat still has the original two-pin sockets or a rewireable fuse board, budget for a full rewire and DB upgrade. This is common in blocks built before 1990 and is not optional if you are installing an induction hob or multiple aircon units.

Questions from Tampines homeowners

Do you do HDB renovation in Tampines?

Yes – across Tampines North, Tampines East, Tampines West and Simei. BTO, resale and executive flats.

How much does an HDB renovation cost in Tampines?

A 4-room typically runs S$35,000–S$65,000 depending on scope; a light refresh starts near S$22,000. Cost is driven by carpentry run-metres, how many bathrooms are hacked and the finishes chosen – not by which estate you live in.

How long does an HDB renovation take in Tampines?

Six to eight weeks for a typical 4-room. You get a written schedule before works start and daily progress photos throughout.

My flat is from the 1980s. What should I expect?

Plan for rewiring, a DB upgrade and re-waterproofing of both toilets. These are the three items that most often turn a "light refresh" budget into a standard renovation budget on older Tampines blocks – better to know at the site visit than mid-project.
